Both, but ornament first. It is made to be looked at rather than to light a path, so treat the glow as atmosphere and use a spotlight if you need to actually see by it.
Does it light up by itself?

It charges from the panel through the day and lights once it is dark, so there is nothing to operate. The manufacturer does not publish the sensor detail beyond that, so we will not describe it more precisely than we can back up.
Where is the best place to hang it?
